Might as well tell you this now. The FBI does consider ORBS and IMRSS to be
in violation of 18 USC 1030 section 7. The US Attorney agrees it is a violation,
but is unwilling to prosecute unless there are more people involved. The US
Attorney notes that we have a clear civil case (IE we can bill), and would prefer
we pursue it civilly.

They won't prosecute criminally unless there are more complaints against ORBS
and IMRSS.

So, if you are probed by IMRSS or ORBS, and you are asked to close a relay,
please call your local FBI office. Or call agent Ron Urwood @ 617 223 6383.
